Prior to the Fire Safety Order premises were inspected and issued with fire safety certificates by the local fire authority. The Fire Safety Order removed this requirement and transferred the duty and responsibility for ensuring that premises are safe to the owners and occupiers. The Fire Safety Order states that the responsible person must make a suitable and sufficient risk assessment in regards to the risk of fire and that it should be recorded in writing if five or more people are employed. Apart from a few exceptions virtually all types of work premises are required to have a fire risk assessment.
